This Request for Information (RFI) initiates market research under Federal Acquisition Regulation Part 10.002(b)(2)(iii). This is not a Request for Proposals. No final solicitation documents exist currently. This RFI does not constitute a commitment, implied or otherwise, that the Government will take procurement action in this matter. The Government will not be responsible for any cost incurred in furnishing this information.

Program Manager, Engineer Systems (PM ES), Marine Corps Systems Command (MARCORSYSCOM) is conducting market research for potential sources to replace the 624KR John Deere loader known as the Tractor, Rubber Tired Articulated Steering, Multipurpose (TRAM). The TRAM will provide the Marine Corps with an extended service life, and improvements to lift/loader capability.

The Marine Corps estimates replacement of approximately 514 TRAMs. The Request for Proposal (RFP) is expected to be released in 4th Quarter Fiscal Year 2024. The contract is expected to be awarded in 1st Quarter Fiscal Year 2025. The contract is likely to be a 5-year Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract.

The TRAM will replace the Tractor, RT, Articulated Steering, Multi- Purpose (TRAM) (TAMCN: B0063) which is nearing the end of its service life and must be replaced.

Background

The TRAM will provide the Marine Corps with an extended service life and improvements to lift/loader capability. Work Details
The Marine Corps has a requirement for a Tractor, Rubber Tired, Articulated Steering, Multiple Purpose (TRAM) capable of operating over uneven and unprepared surfaces (rough terrain) to include sand, snow, and mud. The TRAM shall be capable of lifting a threshold of 12,000 pounds (lbs) with an objective of 15,000 lbs at a 48-inch load center using the fork attachment. The TRAM must be capable of accepting other attachments such as snowblower, snowplow, brush clearer, and sweeper broom to enhance its role as a combat multiplier. It must also be capable of operating in temperatures ranging from -25 to +125°F, capable of operating in and near salt water, and compatible with amphibious and commercial shipping.
Additionally, it should be hydraulically capable, have service brakes capable of stopping and holding the tractor with rated load either forward or backward on a 30 percent slope, and be resistant to corrosion during unprotected storage and from the effects of a salt-water environment.
