Request for Information (RFI)

Synopsis:

The U.S. Army Combat Capabilities Development Command (DEVCOM) C5ISR Center is seeking information from industry regarding scalable Foliage Penetration (FOPEN) Radar technologies to support Tower Mounted Ground Moving Target Indicator (GMTI) Radar Operation. The C5ISR Center is seeking information on advanced concepts and capabilities for:

1. Scalable and/or reconfigurable RF Antenna Apertures that can be integrated onto towers and or tall buildings.
2. Scalable and/or reconfigurable Receiver/Exciters (REXs).
3. Scalable and/or reconfigurable Back-End Processing.
4. Radar modes
5. Target Classification Algorithms

Requested Information:

The C5ISR Center requests the following information for each precision reference system:

1. Company Information

• Company Name
• Company Address
• RFI Technical POC Name, Email Address, and Phone number
• RFI Business/Contract POC Name, Email Address, and Phone number
• CAGE Code
• Facility Clearance Level
• Joint Certification Program (JCP) DD Form 2345 (JCP Home (dla.mil))

2.Technical Information

• Performance of the System (i.e. Blake Chart, Receiver Operating Characteristic Curve, etc.)
• Technical Parameters
  • Antenna Information (type, size, gain, frequency, etc.)
  • Transmitter and Receiver Information (transmit power, noise figure, phase noise, etc.)
  • Signal Processor Details
  • Radar Processing Chain Description
• Size, Weight, Power, and Cost of the System
• Technology Readiness Level

Submission Requirements:

All documents shall be portion marked IAW DoDM 5200.01-V2. Submission of proprietary and other sensitive information shall be marked and identified with disposition instructions (submitted material will not be returned).

• Responses submitted by contractors that contain U.S. classified military information (CMI) generated in conjunction with a DOD program should be classified in accordance with the applicable Security Classification Guide (SCG). Please include a copy of the SCG with the submission. Only U.S. citizens are authorized to respond to this RFI.

The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUBZone, 8(a), WOSB, EDWOSB.).
