Background
The solicitation is for towboat services in support of the Juvenile Fish Transportation Program for Walla Walla District. The work will be performed on the Snake and Columbia rivers in the area between Lower Granite Reservoir (near Lewiston, ID) and Portland, OR. The Contractor shall provide equipment and perform services for the transportation of Government-owned fish barges from Lower Granite Juvenile Fish Facility to fish release areas at Bonneville Dam, with stops at Little Goose and Lower Monumental dams. The initiation of barging operations is based on runoff and fish outmigration projections. The contract also includes safety requirements, antiterrorism, training, security requirements, government furnished property, barge operations, responsibilities, payments, commencement, prosecution, completion, performance requirements, and attachments such as maps and inspection checklists.

Work Details
The tasks include providing four towboats with full crew to transport Government-owned fish barges in support of the Juvenile Fish Transportation Program. Towboat inspections are required before beginning work.
The towboats must meet various performance standards related to safety requirements, barge pushing requirements, fish barge transport duration and travel time between dams, living accommodations on towboats, communications equipment, electrical and compressed air requirements.
Deductions for non-performance are specified in case the contractor fails to meet the performance standards.

Period of Performance
The period of performance for each contract line item number ranges from 01 April 2022 to 31 March 2023 for the initial contract items and extends to 01 April 2024 to 31 March 2025 for the option year items.
