Time Charter; Roro for General Cargo and Rolling Stock

Background
The Military Sealift Command (MSC) is conducting market research through the Strategic Sealift Program Office to gather information regarding the availability and pricing of roll-on/roll-off (RO/RO) vessels for transporting general cargo and rolling stock. This request for information is not a commitment to contract or pay costs incurred in response.

Work Details
1. MSC requests information about the price and availability of U.S. and foreign flag RO/RO vessels capable of transporting up to 15,000 square feet of rolling stock and general cargo. Minimum capacity is 2,500 square feet per ship if multiple smaller ships are proposed.

2. MSC also requests price and availability for Jones Act capable vessels for the same requirement.

3. Cargo specifics include a list of rolling stock and general cargo attached to the notice.

4. Delivery port is Naha, Japan; redelivery ports include Japan, Philippine Islands, Australia, and other Far East charter options.

5. Charter period consists of one base year, three one-year option periods, and one 11-month option period.

6. Laydays commence at 0800 on August 1, 2025, with cancellation on August 5, 2025.

7. Special requirements include that the vessel must possess a ramp deployable to piers or onto a floating barge with minimal freeboard; beachable assets with ramps that can be lowered to the waterline are desirable; the vessel must support installation of sponsor tactical communication assets and provide workspace in the pilot house for operational coordination.

Period of Performance
The charter period includes one base year, three one-year option periods, and one additional 11-month option period.

Naha, Japan; redelivery may occur in Japan, Philippine Islands, Australia, or other Far East locations.
