Background
The Department of Homeland Security (DHS), through the U.S. Immigration and Customs Enforcement (ICE), Office of Professional Responsibility (OPR), is seeking to enhance its capabilities in Internet-Based Threat Risk Mitigation and Monitoring Services. ICE's mission is to promote homeland security and public safety by enforcing approximately 400 federal laws related to border control, customs, trade, and immigration. Recently, ICE has faced an increase in external threats directed at its senior leaders, personnel, and facilities, primarily originating from social media and online postings. This escalation has included physical attacks on ICE facilities and the homes of employees. To counter these threats effectively, ICE requires real-time threat mitigation services, vulnerability assessments, and proactive monitoring.

Work Details
The Contractor shall provide comprehensive Internet-Based Threat Risk Mitigation and Monitoring Services which include:

1. **Vulnerability Assessments:**
- Conduct Tier 1 assessments for designated ICE Senior Leaders within five business days post-award.
- Perform Tier 2 assessments for the general ICE population upon request within five business days.
- Execute Tier 3 assessments on an ad-hoc basis as requested by ICE OPR.
- Utilize open-source information to identify threats and risk factors associated with individuals in all tiers.
- Conduct real-time searches on the Deep Web and Dark Web for potential threats.
- Notify ICE OPR immediately of any imminent threats.

2. **Proactive Threat Monitoring:**
- Implement a secure monitoring program with automatic alerts for behavioral and social media sentiment analysis.
- Provide ADHOC searches and reporting as needed by ICE OPR.
- Analyze social media activities in real-time to identify potential threats against ICE personnel or facilities.
- Generate detailed reports including statistical data and analytical summaries of identified threats.

Place of Performance
The services will be performed remotely with potential requirements for on-site evaluations at various ICE facilities.
