Threat Hierarchical Complex Event Processing

Background
The Department of Air Force (DAF) Counter Insider Threat (C-InT) Program requires support with Threat Hierarchical Complex Event Processing (THCEP) material and technical support services. The contract is a Base + 5-option year contract, with the period of performance spanning from 28 Sep 23 to 27 Sep 28. The DAF C-InT follows the federal government holiday schedule, and contractor staff are responsible for conducting business between the hours of 0800 to 1700 local time, Monday through Friday except Federal holidays or when the facility is closed due to emergencies. Telework is approved by the Representative. On-site technical service contractor personnel must have a TOP SECRET clearance with SCI eligibility to work within the DAF C-InT Hub and support installations, deployment, operations, and maintenance.

Work Details
The purpose of this Performance Work Statement (PWS) is to define the tasks, deliverables, and costs associated with operational deployment of the THCEP, operations, maintenance, technical services, model enhancement, and maintaining the Risk Management Framework (RMF) security accreditation. The contractor will provide automated analysis of data sources for the DAF workforce at scale and act as a Case Management System for the DAF C-InT Hub team. The RMF Support task involves maintaining security accreditation with security modifications as required. Additionally, there are optional tasks for annual licenses renewal, production system deployment and DAF onboarding, production system follow-on support, and additional THCEP model development and data source integration.

Period of Performance
The contract spans from 28 Sep 23 to 27 Sep 28.

Place of Performance
The contractor will work off-site at their existing contractor facilities using their computing assets and on-site at the Hub Facility at Joint Base San Antonio. Integration, meetings, trainings, and operational implementation will be conducted either virtually or onsite at the C-InT Hub at Joint Base San Antonio (JBSA), San Antonio, TX.
