Amendment 0003 is hereby issued for the purpose of revising the Government's response to question number 184, see attached titled: TMIP-J RFP HT003822R0001 QA - Updated Q184. An SF 33 is not being issued and there are no changes to the solicitation documents. The Theater Medical Information Program Joint sustainment and sunsetting solicitation is hereby released. The Program Executive Office for Defense Healthcare Management Systems (PEO DHMS) Joint Operational Medicine Information Systems (JOMIS) Program Office intends to issue a single award Indefinite-Delivery/Indefinite-Quantity (ID/IQ) contract for the procurement of its legacy Theater Medical Information Program Joint (TMIP-J) information system sustainment and sunsetting. Defense Health Agency Contracting Activity (DHACA) Defense Healthcare Management Systems Contracting Division (DHMS-CD) is providing the attached final TMIP-J solicitation.

Background
The Theater Medical Information Program Joint (TMIP-J) Sustainment contract is issued by the Program Executive Office for Defense Healthcare Management Systems (PEO DHMS) Joint Operational Medicine Information Systems (JOMIS) Program Office.

The goal of this contract is to provide sustainment and sunsetting support for the TMIP-J information system, ensuring minimal mission and operational impact while transitioning from legacy applications. The contract aims to improve sustainment operations, decrease maintenance costs, and ensure interoperability among military healthcare systems.

Work Details
The contractor will provide a managed solution for the sustainment and sunsetting of various subsystems within TMIP-J, including but not limited to: Medical Situational Awareness Theater (MSAT), AHLTA-T and KIOSK, TC2, Theater Medical Data Store (TMDS), Integration Applications, and Help Desk Support.

Key tasks include:
1. Execute necessary steps to fulfill outcomes identified in the statement of objectives and government-approved performance work statement.
2. Provide service support for life-cycle management services and integration engineering.
3. Deliver training and exercise support for all subsystems.
4. Ensure cybersecurity compliance and risk management framework support.
5. Develop a Government-approved Transition Plan to ensure smooth transitions between contractors without lapses in operations.

Period of Performance
The contract ordering period is from the time of award through 60 months thereafter with discrete ordering periods specified by Contract Line Item Numbers (CLINs). Each ordering period lasts 12 months.

Place of Performance
Performance may occur in both CONUS (Contiguous United States) and OCONUS (Outside the Contiguous United States) locations as specified in task orders.
