Theater Deployment Communications (TDC) Tactical Data Link (TDL) Request for Information (RFI)

Background
Hanscom Air Force Base is seeking information in support of market research being conducted by the United States Air Force (USAF), Air Force Lifecycle Management Center (AFLCMC/HNI) to procure and integrate an Agile Communications Package (ACP) and Fly Away Communications Terminal (FACT) Tactical Radio (TR)/Tactical Data Link (TDL) Radio Frequency (RF) Mesh Network capability. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by Offerors in response to this RFI.

Work Details
The Contractor shall perform acquisition and integration of Commercial Off the Shelf (COTS) and/or Government Off the Shelf (GOTS) components to produce and deliver the Theater Deployable Communications (TDC) Agile Communications Package (ACP) ACP Tactical Data Links (TDL). The ACP TDL will consist of components in transit cases to provide a modular, scalable interface platform for deployed networks. The Contractor shall procure the equipment/material required to provide successful and timely assembly and delivery of the ACP TDL as per the system requirements stated in the System Requirements Document (SRD), and Government Approved System Subsystem Design Documents (SSDDs).

The ACP TDL Solution shall follow the frequency authorization procedures outlined in section 3.2 in order to receive a full JF-12 and United Sates and Possessions (US&P) NTIA certification prior to contract award. The Contractor shall obtain authorization for radio frequencies required in support of this contract. The Contractor shall provide a documented secure solution IAW Department of Defense Instruction (DoDI) 8580.01 for ACP TDL that meets Cybersecurity Assessment requirements that result in Authorization by the Air Force designated Authorizing Official using the Risk Management Framework process.
