*** National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with The Trustees of Columbia University in the City of New York, of New York, NY, United States for the continuation of the baseline for nonpersonal services for requires assistance in the monitoring, quality control, analysis, and presentation of ocean partial pressure of carbon dioxide (pCO2) observations collected as part of the NOAA Surface water pCO2 measurements from ships program. (a) First, we require completion of a publication presenting an updated pCO2 climatology created using the Takahashi approach by the end of the base year of the project which concludes on May 31, 2023. (b) Second, we require assistance in monitoring, maintenance of pCO2 systems, and quality control of observations collected from four research ships so that potential problems with pCO2 systems can be quickly identified and addressed by field technicians and so that quality-controlled datasets can be made available to the research community in a timely manner. (c) Third, we require assistance in analyses related to time-varying surface ocean pCO2 products that utilize ocean pCO2 observations collected as part of the Surface water pCO2 measurements from ships program. These analyses will focus on uncertainty estimates and identification of gaps in current observation networks. The services described above are critical to improving regional and global estimates of air-sea CO2 flux.

***The sole source determination is based on the NOAA, EARTH SYSTEM RESEARCH LABORATORY (ESRL), Global Monitoring Laboratory (GML) this vendor is is the only entity capable of delivering items (a), (b) and (c) listed above in the Description of Services. The Ocean Carbon Group is a global leader in ocean carbon research and is uniquely focused on magnitude and uncertainty in air-sea CO2 flux estimates at regional and global scales. The Ocean Carbon Group has participated in quality control of surface ocean pCO2 observations contributed to the Surface Ocean Carbon dioxide Atlas (SOCAT) and is also uniquely focused on assessment of the time-varying pCO2 products that utilize the observations collected by the Surface water pCO2 measurements from ships program.

The Period of performance is Base with date of award through 6/30/2023 and Option Year 1 through 7/1/2023 through 6/30/2024 and Option Year 2 7/1/2024 through 6/30/2025. The option year may or may not be exercised at the discretion of the Government.

***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
