The purpose of this announcement is to respond to questions received subsequent to release of amendment 0001 of the MIOSS solicitation W900KK-23-R-0016.

Please refer to attached file name: Consolidation of Att_5_MIOSS_Clarification_Form 27 Mar 23 for updated responses.

Offerors are advised that an amendment will not be created for this update, as neither the solicitation nor its associated attachments have been modified.

For purposes of proposal submission, offerors are to identify amendment 0001 as the last amendment of the MIOSS Solicitation.

UPDATE 22 March 2023:

**** MIOSS PROPOSAL DUE DATE NOW 6 APRIL 2023 *****

The Government has changed the proposal due date for the MIOSS Soliciation to 6 April 2023, to ensure potential offerors have ample time to review the Government's responses submitted questions.

The Government anticipates release of an Amendment to the MIOSS Solicitation NLT 24 March 2023. The Amendment will include Questons from Offerors and the Government's Responses, as well as additionally changes (i.e., revision to Solicitation and Attachments, removal of CUI Markings, etc.). Stay tuned to SAM.Gov for receipt of forthcoming Solicitation Amendment.

UPDATE: 20 March 2023, an amedment to the solicitation will be coming this week along with an extension to the due date. We are finalizing the amedment as we speak and as soon as it is completed, we will post it here. the amedment is will adress the questions we received.

UPDATE: 6 March 2023, Removed CUI markings on Attachment #5, Calrification Form. Also, we will review all clarifications and update the solicitation as required and will issue an amedment or as required soon.

UPDATE 24 Feb 23: please use the POCs direct emails for any correspondence. If you sent any correspondance to the MIOSS Mailbox, please resend to the Individual POC emails of the Contract Specialist and the PCO provided with this notice. The MIOSS Mailbox is not working correctly and we are not getting any messages at that address. We are working to get it corrected but in the meantime, please use the Contract Specialist and PCO email addresses provided under this notice.

Solicitation W900KK-23-R-0016 for the Medical Instructor Operator Support Services (MIOSS) requirement. The Government intends to issue a Firm-Fixed-Priced (FFP) with Cost provisions Stand-Alone C-type contract for four (4) years and eight (8) months, inclusive of a two (2) month Phase-in, a six (6) month base period and four (4) one-year options. for the Medical, Instructor, Operator Support Services (MIOSS) acquisition. The contract shall provide instructor and operator (I/O) services in support the Medical Simulation Training Centers (MSTC). MSTC is a standardized family of medical training components that facilitate immersive and rigorous training in Tactical Combat Casualty Care (TCCC). The MSTC training components include a computerized bleed-breathe mannequin that is weighted and airway equipped, partial task trainers and associated equipment. Enabling technology includes audiovisual enhancements, camera surveillance capability, computer labs, and control rooms with a remotely managed training platform. These services are focused solely on education and training efforts, and do not involve the direct evaluation or hands-on treatment of live human patients.

This procurement is a Small Business set-aside under the North American Industry Classification System (NAICS) 541990 - All Other Professional, Scientific, and Technical Services, with an associated size standard of $16.5M average annual revenue over three fiscal years. In accordance with FAR 19.811-3(e), the FAR Clause 52.219-14, Limitations on Subcontracting, will be included in the contract to be awarded.

The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95.
