14 June 2024 Update: FEMA Request for Quote 70FA6024Q00000010 was issued on GSA eBuy on June 14, 2024. GSA eBuy Reference ID number is RFQ1702951.

RFQ 70FA6024Q00000010 is issued as a 100% Small Business Set-aside procurement using GSA eBuy in accordance with FAR 8.405-2 to afford Professional Services - Business Administrative Services Schedule 541611 small business contractors an opportunity to respond to this RFQ. Only quotes submitted by small business concerns established under NAICS Code 541611, Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services will be accepted by the Government.

The contractor shall furnish all personnel, facilities, equipment, materials, supplies, and otherwise do all things necessary to, or incidental to, provide the services in accordance with the Performance Work Statement (PWS) for BRIC DTA Strategic Coordination and Communication Support that is provided as an attachment to the RFQ.

Please reference GSA-eBuy for complete RFQ information and updates. No additional information regarding this RFQ will be issued using this RFI.

FEMA will continue to provide udpates regarding remaining BRIC DTA requirements using this RFI.

5 June 2024 Update:

FEMA intends to conduct a 100% small business set-aside to procure BRIC DTA Strategic Coordination and Communication Support Services, under NAICS 541611 Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services, using ordering procedures in FAR Part 8.405-2. FEMA intends to issue a Request for Quote no later than June 30, 2024 using GSA eBuy.

There are no updates regarding the remaining BRIC DTA requirements at this time.

FEMA continues to finalize the remaining requirements as described in the draft SOO and will publish more information as it becomes available. FEMA will communicate BRIC DTA Acquisition updates using SAM and/or GSA resources. FEMA will continue to update the RFI in addition to issuing specific announcements for each acquisition. No additional information will be provided via email or telephone.

16 April 2024 Update:

Based upon market research, FEMA intends to conduct two acquisitions for the services outlined in the RFI Draft SOO. For the first acquisition, FEMA intends to conduct a small business set-aside to procure BRIC DTA Strategic Coordination and Communication Support Services. Please reference the FEMA Acquisition Planning Forecast System (APFS) Announcement F2024065771 published on April 11, 2024. Additional information regarding this requirement will be released in late May 2024.

As announced today, FEMA is holding a Virtual Industry Day for Building Resilient Infrastructure and Communities (BRIC) Non-financial Direct Technical Assistance (DTA) on Wednesday, July 12, 2023 from 1:00PM to 3:30 PM EDT. Please reference the Industry Day Flyer for details.

In light of this announcement, FEMA is extending the closing date for this RFI until Wednesday, July 19, 2023, 3:00PM EDT. We encourage firms and organizations interested in this requirement to respond to this RFI as well as attend Industry Day.

Background
The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) requires contractor support services to enable the FEMA Building Resilient Infrastructure and Communities program to enhance the foundation of its non-financial Direct Technical Assistance initiative and to deliver non-financial direct technical assistance to communities and tribal nations. The purpose of this RFI is to solicit industry feedback on the attached draft Statement of Objectives, understand industry capabilities to meet FEMA’s requirements as outlined in the Statement of Objectives, in whole or in part, and collect information to enable the development of a future acquisition strategy.

Work Details
The work involves providing support for the Building Resilient Infrastructure and Communities (BRIC) program’s non-financial Direct Technical Assistance (DTA) initiative. The RFI is issued solely for information gathering purposes to identify sources that can provide support for the initiative. Responses are strictly voluntary and FEMA will NOT pay respondents for information provided. The RFI does NOT restrict FEMA's acquisition approach on a future Solicitation. Small businesses and organizations are encouraged to reply. Responses may be from legally registered organizations or consortia of organizations. The RFI response submittal instructions include a cover page, organization’s capability statement, organization’s responses to FEMA’s RFI questions, and organization’s questions to FEMA regarding this requirement.

Period of Performance
The anticipated period of performance start date is the First Quarter of FY2025.

Place of Performance
Nationwide support under a contract or other arrangement during the past five years is required, with an annual average of 300 communities and tribal nations across the country.
