The DISA J9 Hosting and Compute (HaC) Infrastructure & Sustainment Line of Business (HC33) is seeking sources interested and capable of providing a solution to this follow-on requirement.
DISA is a provider of information technology solutions for the Department of Defense (DoD). DISA's DoD customers require processing, storage, and communications services for a variety of applications. DISA must have the ability to provide communications capacity in a timely manner whenever and wherever the requirements occur. The purpose of this contract is to provide state-of-the-art communications infrastructure capacity to meet new and emerging customer requirements as well as the ability to replace existing DISA communications capacity that has exceeded its technical or economic life, as determined by the Government.
Capacity Services provides a means to reduce cost and increase technical capability. The current solution provides hardware and software equipment including routers, switches, appliances, monitoring equipment, monitoring, reporting software and other supporting devices, as well as services, on an as needed basis. This solution affords DISA flexibility and the total scope of required services to meet the requirements of security, availability, scalability, and modernization of the communication infrastructure.
The service provider should be able to deliver a reliable, responsive, secure, and cost-effective communication infrastructure services and equipment purchases for both DISA and other DISA approved locations. The service provided should result in a dynamically scalable communications capability utilizing an on-demand service approach for new equipment that can readily adjust to both increase and decrease in communications requirements and one that is priced on a utility ( as used ) basis for communication hardware.
For all communications applications the service provider will acquire, install, uninstall, transport, power up configuration, and provide the necessary hardware, hardware maintenance, communications operating software and services to support the communication infrastructure associated as a capacity service.
The anticipated Period of Performance (April 2025 April 2035) will be a five (5) year base period with five (5), one (1) year renewal options for a total lifecycle of ten (10) years.
The anticipated Place of Performance is: Current Environment. DISA currently provides communication capacity services at multiple computing facilities in both CONUS and OCONUS locations.

REQUIRED CAPABILITIES:
For the purposes of this Sources Sought, the technical requirements have been provided and outlined in Attachment 1 and Appendix 5. This document is to be used as a reference document only when asking questions about the requirement.
a. Describe your experience providing solutions that are highly available (minimum 99.95% up to 99.999% availability) and readily scalable to adjust to increases and decreases in required communications capability.
b. Describe your experience in providing solutions that are deployed and priced on a utility (as used) basis.
c. DISA requires support at all present and potential sites worldwide. Sites may increase or decrease depending on DISA mission requirements. d. DISA and its DOD customers require processing, storage, communications, and secure information delivery services for a variety of applications. Describe your technical experience providing these types of services at the magnitude of this requirement.
e. Describe your experience in providing preventive, predictive, and remedial maintenance for Communication Capacity Services.
f. Describe your experience in providing solutions that can support hybrid and multi-cloud requirements.
SPECIAL REQUIREMENTS:
The work to be performed will require Secret level access eligibility for personnel. Therefore, the company must have a final Secret Facility Clearance (FCL) from the Defense Security Service (DSS) Facility Clearance Branch (FCB). Please provide your current FCL.
All contractor personnel assigned to this contract shall be U.S. citizens.
Must obtain TESA/ASSA accreditation to comply with German labor laws.
