SOLICITATION AMENDMENT 3/6/2024: The solicitation has been amended to change the required delivery date from 16 to 18 months ARO for the CMDL and Rover CLINs. Additionally, this amendment removes the requirement for the Umbilical Harness Assembly, Gun Pod Boresight Board and Kit, and Ejection Seat Tools and Support Equipment. The required proposal delivery date has been extended one day until March 12, 2024 at 4:00pm to provide potential offerors time to incorporate these changes.

A new Q&A Document is being published concurrently.

The Thailand AT-6 program directly supports the delivery of eight (8) AT-6 aircraft to the Royal Thailand Air Force (RTAF) as a Building Partner Capacity (BPC) program. This program is a key component to ensuring expanding U.S. joint force interoperability with the RTAF. The main program objective is to provide this equipment to increase operational access to geographically important airfields, allowing for the agile employment of U.S. aircraft and equipment during contingencies in support of Thailand. This program will provide specific defense articles as specified in the attached Bill of Materials (BOM), with no exceptions or deviations, to the RTAF.

This posting constitutes an official Request for Proposal (RFP) for a Lowest Price Technically Acceptable source selection conducted in accordance with Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), the Air Force Federal Acquisition Regulation Supplement (AFFARS), DoD Source Selection Procedures, Appendix C, 20 August 2022, and Air Force Mandatory Procedures 5315.3.

Offerors shall ensure proposals are submitted in accordance with Sections L & M.

Background

Work Details
The contract effort directly supports the delivery of eight (8) AT-6 aircraft to the Royal Thailand Air Force (RTAF) as a Building Partner Capacity (BPC) program. The Statement of Work (SOW) outlines the requirements for procurement, shipment, and delivery of multiple, and specific defense articles as reflected in the Request for Proposal (RFP) Bill of Materials (BOM).
The contractor shall provide all support necessary for the procurement, shipment, and delivery of all items to Thailand or other location as specified by the United States Government (USG). This includes any/all contract management, program management, supply management, logistics management, configuration management, engineering, and transportation management support as necessary.

Period of Performance
The contractor shall deliver the specified equipment to Thailand or other USG directed location no later than sixteen (16) or eighteen (18) months respectively after contract award date/receipt of order.

Place of Performance
The transportation of all items is required to be delivered to MAPAC: DNVE00, Royal Thai Air Force, Squadron Leader (SQN LDR) DIRAK CHUNSAKUL, Wing 41 MOO.3, Tambon Suthep, Muang Chiang Mai, Chiang Mai, Thailand 50200.
