Background
The Armed Forces DNA Identification Laboratory (AFDIL) is an operational element of the Armed Forces Medical Examiner System (AFMES) and is accredited by the American Society of Criminal Laboratory Directors- Laboratory Accreditation Board (ASCLD/LAB-International). The mission of AFMES is to provide comprehensive and innovative medicolegal services worldwide. AFDIL performs human remains DNA testing and is the only DoD human remains DNA testing laboratory, charged with providing human remains DNA testing in support of current day operations, past accounting operations, and other DoD Agencies missions. Proficiency tests are required to maintain certification and accreditation by ASCLD/LAB-International.

Work Details
The requirement is for the acquisition of annual subscription services for scheduled proficiency tests in support of the AFMES/AFDIL. Proficiency tests will be ordered by AFMES personnel from approved vendors and scheduled to allow the proficiency tests to be spread across and delivered at specified intervals throughout the year. Tests will be performed on a quarterly basis for assigned analysts and results sent back to the approved vendor for final analysis and results. The ordered tests are scheduled to allow spreading throughout the year as required for accreditation, as well as preventing casework delays that would occur if proficiency tests arrived all at one time.

Period of performance: 18 Nov 2021 – 17 Nov 2026, including base period and four option periods.
