Terraform Enterprise Licenses

Purchase Agency: Administration for Children & Families (ACF), Office of the Chief Information Officer (OCIO)
Reason for Purchase: The ACF/OCIO conducted a study in late 2020 to identify infrastructure and security gaps and develop evaluation criteria for IT solutions. The study recommended HashiCorp's Terraform automation solution to address the infrastructure automation gap and meet IT operational and security standards required across federal agencies.
Work to be Acquired: The ACF/OCIO requires an Infrastructure as Code (IaC) solution to deploy new infrastructure resources using templates and APIs. They need Terraform Enterprise licenses to enable self-serve infrastructure, governance, policy enforcement, and advanced security features.
Timeframe of Acquisition: The contract is expected to have a 12-month base period and three 12-month option periods. The release of the solicitation is tentatively planned for the fourth quarter of fiscal year 2021.
Place of Performance/Delivery: The place of performance will be at 330 C St. SW, Washington, DC 20201, or as directed by the Contracting Officer Representative (COR).
Notable Information: The contract will be a Firm-Fixed Price (FFP) contract. The Terraform Enterprise licenses will include enhanced team management and governance features, advanced security and compliance capabilities, self-service infrastructure, ServiceNow integration, and support availability during business hours with defined response and resolution times based on severity levels.
