Temporary Housing and Transportation for Africa Circuit Rides for Refugee and Asylum Adjudication Officers 2023

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT

The Department of Homeland Security, U.S. Citizenship & Immigration Services (USCIS) Office of Contracting intends to award a Sole Source contract to International Organization for Migration, 17 Route de Morillons, 1211 Geneva 19 Switzerland for Temporary Housing and Transportation for Africa Circuit Rides for Refguee and Asylum Adjudication Officers. See the attached Justification & Approval.

USCIS shall use Simplfied Acquisition Procedures and Circimstances permitting other than full and open compeition in accordance with Federal Acquisition Regulation (FAR) 6.302.

The proposed contract action is Sole Source only

The statuatory authority permitting other than full and open competition is 41 U.S.C 3304(a)(1), implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements."

The Notice of Intent is not a request for quotation. No solicitation or Request for Proposal (RFP) will be forthcoming. Interested parties may identify their interest and submit in response to this notice by 12:00 PM EST, 22 June 2023 via email to scott.a.achin@uscis.gov and cc alexander.s.mostovyk@uscis.dhs.gov.

A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.

The notice of intent is not a request for competitive quotations. However, all quotations received by the closed date specified herein shall be considered by the Government. A determination by the Government not to compete with this proposed contract based upon the responses to this notice is solely within the discretion of the Government. Information received shall be considered solely for the purpose of determining whether to conduct a competitive procurement.
