Telecommunications Operations and Maintenance Services

This notice is not to be construed as a commitment by the Government. The Government is seeking to identify qualified, experienced, and interested telecommunications services vendors capable of performing the type of work as described in Attachment 2, Draft Performance Work Statement (PWS). The anticipated North American Industry Classification System (NAICS) code for is 517311, Wired Telecommunications Carriers with a size standard of 1,500 employees.

Telecommunications services for the DOE Oak Ridge Federal-Integrated Communications Network (ORF-ICN) includes analog, digital, Voice over Internet Protocol (VoIP) and an Integrated Services Digital Network (ISDN) voice and data telecommunications system serving approximately 18,000 DOE customers, a cable plant, inter-site Fiber Optics Transmission System (FOTS), a Telecommunications Management System (TMS), voice mail system, conference bridge, E-911 system, and special circuits. The ORF-ICN provides telecommunications services to DOE (including the National Nuclear Security Administration), its on-site Contractors, and other Government agencies in Oak Ridge, Tennessee. The DOE Oak Ridge Reservation (ORR) includes the Oak Ridge National Laboratory, Y-12 National Security Complex (Y-12 NSC), NNSA Office of Secure Transportation (OST), Oak Ridge Institute for Science and Education (ORISE), and the Oak Ridge Townsite (ORT). The Oak Ridge Townsite encompasses the Federal Building (FB), the Office of Scientific and Technical Information (OSTI), Building 2714, the DOE Inspector General (DOE IG) facility and various locations in the local vicinity.
