This is a Request for Proposal M00264-25-R-0002.

The Marine Corps Installation, National Capital Region, Regional Contracting Office (MCINCR-RCO), Marine Corps Base Quantico, VA currently has a requirement for the United States Marine Corps (USMC), Training and Education Command (TECOM) Aviation Standards Branch (ASB): Marine Sierra Hotel Aviation Readiness Program (M-SHARP). The procurement of services in support of TECOM M-SHARP shall be solicited as a competitive Small Business concern. The contemplated contract will be a single award, Firm Fixed Priced contract. The resultant contract will have a 12-month base period and two (2) 12-month option periods. The NAICS code associated with this requirement is 541512 Computer Systems Design Services with a corresponding size standard of $34.0M.

Background
The Marine Corps Installation, National Capital Region, Regional Contracting Office (MCINCR-RCO), Marine Corps Base Quantico, VA is issuing this Request for Proposal (RFP) M00264-25-R-0002 for the United States Marine Corps (USMC), Training and Education Command (TECOM) Aviation Standards Branch (ASB).

The contract aims to support the Marine Sierra Hotel Aviation Readiness Program (M-SHARP), which is designed to improve training management systems for U.S. Marine Corps aviation ground and flying squadrons. M-SHARP utilizes the Marine Aviation Training and Readiness (T&R) Program to develop, approve, and publish training plans while tracking unit progress through the training syllabus. The program provides real-time forecasting, scheduling, execution, and reporting of aviation training data.

Work Details
The contractor shall provide the following services:
1. System Maintenance and Sustainment: Maintain current M-SHARP capabilities in accordance with PWS 4.1.
2. Cloud Maintenance and Sustainment: Provide cloud services as per PWS 4.2.
3. Product Upgrades and Enhancements: Implement upgrades as specified in PWS 4.3.
4. Technical Development for Serverless Part One: Develop serverless applications according to PWS 4.4.1.1.
5. Full Implementation for Serverless Part Two: Complete serverless application implementation as per PWS 4.4.1.2.
6. Academic/Ground Logger Upgrade: Enhance academic logging functionalities according to PWS 4.4.1.3.
7. SAS Module Development: Create a system accuracy status module as per PWS 4.4.1.4.
8. Schedule Optimization Tool: Develop tools for optimizing flight schedules according to PWS 4.4.1.5., including proof of concept and validation tasks by the end of the base year contract period.

Period of Performance
The contract will have a base period of performance of 12 months with two additional option periods of 12 months each.

Place of Performance
The work will primarily be performed at Marine Corps Base Quantico, VA.
