This sources sought notice (SSN) is restricted to 8(a) small businesses. This is NOT a solicitation for proposals, proposal abstracts, or quotations.

The purpose of this requirement is to secure professional technical resources to support federal efforts to provide technical assistance and guidance to state and tribal child welfare automation project and program staffs. Considering the ever-changing complexities of the Title IV-E program, CB has identified a need for various types of technical assistance to support state, tribal and local agencies' efforts to design, develop, implement and operate child welfare information systems. This technical assistance will assist states, tribes and local agencies to implement efficient, economical, and effective information systems that support their unique business needs and program practice models.

Background
The Department of Health and Human Service, Children’s Bureau (CB) is seeking professional technical resources to provide technical assistance and guidance to state and tribal child welfare automation project and program staffs. The purpose of this requirement is to secure professional technical resources to support federal efforts to provide technical assistance and guidance to state and tribal child welfare automation project and program staffs.

Work Details
The contract aims to provide technical assistance to support state, tribal, and local agencies in designing, developing, implementing, and operating child welfare information systems. This includes improving data quality and automation for various systems such as the National Youth in Transition Database (NYTD), Adoption and Foster Care Analysis and Reporting System (AFCARS), IV-E Primary Prevention Program, Child and Family Services Review (CFSR), Comprehensive Child Welfare Information Systems (CCWIS), as well as providing guidance on new programs, policies or child welfare laws. The technical assistance will focus on increasing the accuracy, consistency, completeness, integrity, and timeliness of data collected, maintained, and used by these agencies.
