This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation number is HSFE70-14-R-0021 and issued as Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-73. The associated North American Industrial Classification System (NAICS) code for this procurement is 314999. This procurement is being solicited full and open with awards reserved for small businesses in accordance with 15 USC 644(r)(3). It is anticipated that at least four awards, 2 large and 2 small businesses will result from this solicitation. FEMA intends to award Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) Contract(s) with a one (1) base year and four (4) one-year option periods.
