AMENDMENT 1: Provides responses to Questions received under RFP 277-22-0574. Additionally, this amendment includes revisions to accomodate for the inclusion of HHSAR 352.232-71 Electronic Submission of Payment Requests.

The purpose of this contract is to continue to further develop, implement, and evaluate the alignment of public messaging with the interventions of the multi-faceted adult oriented national media campaign, and explore the feasibility and implementation of a national youth media campaign that is part of the current contract.

Background
The purpose of this contract is to continue to further develop, implement, and evaluate the alignment of public messaging with the interventions of the multi-faceted adult oriented national media campaign, and explore the feasibility and implementation of a national youth media campaign that is part of the current contract. The national media campaign to prevent underage drinking, — “Talk. They Hear You.” (TTHY) responds to directives set forth in Section 2(d) of the STOP Act addressing the need for a multi-faceted effort to more successfully address the problem of underage drinking by aligning public health messaging with interventions to assist parents/caregivers, schools, and communities as part of a coordinated approach to prevention, intervention, treatment, recovery, enforcement, and research.

Work Details
This is a performance-based contract oriented toward outcomes and products. The contractor will receive a small base fee and will be eligible for an award fee, which will be tied to the achievement of the performance objectives and targets specified. The award fee determinations are not in any way alter the contractor's responsibilities to perform any functions or produce any deliverables required by the contract. The Agency’s decision to pay or not to pay award fee in no way alters the Department's obligation to pay the contractor for satisfactory deliverables under the contract.
