NOTICE OF PROPOSED CONTRACT ACTION: In accordance with FAR Subpart 5.2, this notice is provided for information purposes only. The Strategic Acquisition Center in Frederick, MD (SAC-F) intends to negotiate a non-competitive award (Firm-Fixed Price (FFP) sole-source) with Capital News Company, LLC, for Web-Based Database Subscription News Service. SCOPE OF WORK: The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires access to an online web-based news service that offers its subscribers exclusive news stories, morning newsletters, afternoon briefings, customized breaking news alerts, access to events that are relevant or focused on Veterans and healthcare issues. In this dynamic and ever-changing environment, VHA requires real-time news coverage in myriad policy areas. These real time updates and articles provide insight and perspective that decision makers require to make informed decisions. STATUTORY AUTHORITY: The statutory authority permitting other than full and open competition is 41 U.S.C. 3304 (a)(1), as implement by FAR 6.302-1 (b)(3) Only one responsible source and no other supplies or services will satisfy agency requirements . THIS SPECIAL NOTICE IS NOT A SOLICITATION or request for competitive offers, quotations or proposals. It does not constitute a commitment or an obligation by the Government. No solicitation package is available. In accordance with FAR 5.207(c)(16)(i) all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Interested parties must provide evidence of their capabilities to fulfill the requirement within fifteen (15) calendar days after date of publication of this notice to Jacky Jean-Jacques, Contracting Officer, at Jacky.Jean-Jacques@va.gov with a copy to Dante Ruiz, Contract Specialist, at Dante.Ruiz@va.gov . A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government.
