The purpose of this acquisition is to procure Contractor Operated and Maintained Base Supply (COMBS) services for the T-1A Trainer Aircraft fleet of 0 to 78 aircraft that are currently assigned to three (3) Main Operating Bases (MOBs): Columbus AFB MS, Vance AFB OK and Pensacola NAS FL. In addition, the Government reserves the right to increase/decrease aircraft and MOBs over the life of the contract.

The scope of this effort includes Program Management; Field Service Representative (FSR) Program services; and COMBS support, which includes supply of aircraft engine and landing gear off-aircraft repair, inspection, overhaul and replenishment, support equipment (SE) components, material and consumables. The effort also requires the Contractor to provide Contractor Field Team, Depot-level maintenance and repair, and Time Compliance Technical Order (TCTO) modification, procurement, stock and issue, and installation services on an as required basis.

The effort also requires the Contractor to provide support for aircraft reutilization, transfer, demilitarization (DEMIL), and disposal on an as required basis. The effort also requires site closeout support which includes determining and establishing a plan for termination of T-1A Flying Operations at MOBs such as projecting inventory requirements and excess material, and aiding in parts reutilization, redistribution, and disposal.

Background
The Department of the Air Force, specifically the Air Force Life Cycle Management Center (AFLCMC) at Tinker Air Force Base, Oklahoma, intends to procure Contractor Operated and Maintained Base Supply (COMBS) services for the T-1A Trainer Aircraft fleet. The purpose of this acquisition is to support the T-1A Trainer Aircraft fleet, which consists of 0 to 78 aircraft assigned to three Main Operating Bases (MOBs): Columbus AFB MS, Vance AFB OK, and Pensacola NAS FL.
