Systems Engineering and Technical Assistance (SETA) Support to the Operations and Requirements Analysis Division

Background
The Department of Homeland Security (DHS) Science and Technology Directorate (S&T), Operations & Requirements Analysis (ORA) Division is responsible for engaging with various DHS Operational Components, Support Components, Headquarters Offices, and state, local, tribal, and territorial First Responders.

The goal of this contract is to provide Systems Engineering and Technical Assistance (SETA) support to enhance portfolio management over Research, Development, Test, and Evaluation (RDT&E) Needs and to facilitate Innovation, Research, and Development Coordination (IRDC). This RFI is intended for information gathering and market research planning purposes only.

Work Details
The contractor will provide SETA personnel to support the following tasks:

1. Task Order Management (TOM): This includes planning, coordination, technical direction, surveillance of activities to ensure disciplined work performance. Responsibilities include maintaining calendars, coordinating leadership engagements, establishing metrics for value capture from efforts, data collection and reporting.

2. Portfolio Manager Direct Support: Providing support to Portfolio Managers (PfMs) in ensuring Component equities are addressed by S&T throughout the R&D lifecycle. PfMs will assist with RDT&E Need intake and requirement prioritization while coordinating with S&T matrix partners.

3. Support functions include assistance with planning and coordination of activities necessary for effective execution of a matrixed portfolio of RDT&E in support of S&T Components. The contractor must also adhere to ORA Records Management requirements and Property Management requirements as instructed by designated POCs.

Place of Performance
The work will primarily be performed at DHS facilities or via teleconference as required.
