System Technical Support (STS) services for all High Mobile Multipurpose Wheeled Vehicle (HMMWV) Family of Vehicles variants   3

**Amendments issued to correct the Place of Contract Performance, extend the response date from 4/2/18 to 4/20/18, and upload/post the Solicitation/Request for Proposal (RFP)**
A sole source request for proposal (RFP) is contemplated with AM General LLC. As a continuation work effort, the Army Light Tactical Vehicle (LTV) Team plans to procure System Technical Support (STS) services for all High Mobility Multipurpose Wheeled Vehicle (HMMWV) Family of Vehicles (FOV) variants. These services consist of tasks and efforts in the disciplines of Engineering, Logistics, Quality Assurance, and Configuration Management.

The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(2)(iii)(A)&(B). AM General LLC. is the only known qualified source to perform this effort. The Government intends to award one Cost-Plus-Fixed-Fee (CPFF) requirements contract with five one-year ordering periods.

The Government estimates it will order approximately 697,000 labor hours over the five year ordering period. HOWEVER, this is an ESTIMATE only in accordance with FAR 16.503(a)(1). The estimate is NOT a representation to an offeror or contractor that the estimated quantity will actually be required or ordered. All labor hours will be ordered pursuant to FAR 16.505 "Ordering."

This notice of intent is not a request for competitive proposals. However, responsible sources may identify their interest and capability to respond to the requirement by electronically submitting a capability statement to the contract specialist pursuant to FAR 5.207(c)(16). All capability statements received within forty-five days after the date of publication of this synopsis will be considered by the Government. The subject line of email submissions must read, "RFP W56HZV-16-R-0274". The maximum size of capability statements shall not exceed 3.5 megabytes. Hard copy responses will not be accepted. Please make sure this agency has been furnished with the following additional information: Reason for request, CAGE code, company name, DUNS number, and proof of an active System for Award Management (SAM).

Additionally, this effort is synopsized to notify potential subcontracting opportunities required by FAR 5.201(c). Subcontracting opportunities may exist with AM General LLC. subsequent to contract award.

A determination by the Government to not compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
