Synopsis - High Mobility Multipurpose Wheeled Vehicle Expanded Capacity Vehicles   3

Army Contracting Command - Warren (ACC-WRN) intends to issue a sole source Request for Proposal (RFP) to AM General, LLC, South Bend, Indiana for High Mobility Multipurpose Wheeled Vehicle (HMMWV) Expanded Capacity Vehicles (ECVs) that comply with Automotive Tank Purchase Description 2099. The RFP (W56HZV-16-R-0135) will be sole source in accordance with the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." RFP W56HZV-16-R-0135 is planned result in a 5-year, firm-fixed-price, requirements contract with AM General. The contract will procure an estimated 11,560 HMMWV ECVs and initial spare parts packages to fill U.S. Army Security Assistance Management Directorate's (SAMD) requirements for various Foreign Military Sales (FMS) customers around the world. The quantities include up to 6,534 pseudo FMS funded vehicles and approximately 5,026 foreign customer funded vehicles. The RFP is expected to be released in the 1st quarter of Fiscal Year 2017. The proposal will be due approximately 30 days after the RFP is released. Contract award is anticipated in the 4th quarter of Fiscal Year 2017.

AM General is the only known qualified source for this procurement as the Government does not currently have a competitive Technical Data Package (TDP), which is required to manufacture the following HMMWV ECV variants:

The variants include an updated armor package, air conditioning system, and Reliability Enhancement Vehicle (REV) components that improve engine cooling and vehicle suspension for increased vehicle reliability and performance. These integrated upgrades are proprietary to AM General.

Although it is the Government's intent to solicit and negotiate with only one source, AM General, LLC (Cage Code 0H3G6), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.

This is a pre-solicitation notice, otherwise known as synopsis. The solicitation pertaining to this notice will not be available for a minimum of 15 days from the date of this notice.
