The USPFO for California intends to award a single firm-fixed-price contract for construction services to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary to perform and complete the project to construct a fire suppression water storage facility for the Joint Forces Training Base (JFTB) Los Alamitos. A formal solicitation will be posted with specifics at a later date.

The completed facility shall be of permanent construction with prepared existing ground surface for reinforced concrete foundations for the water storage facility and pump house. The completed facility shall include two (2) new water storage tanks (each with a nominal usable capacity of 135,000 gallons) fire pumps, fire supply piping, and pump house.

The completed facility will include all mechanical, electrical, telecommunications, programming of system controls, security equipment, prewired workstations, and other components necessary to construct a complete and useable facility. The storage tanks will be constructed out of welded or bolted steel. The pump house shall will be a pre-engineered metal building with metal siding and support three (3) horizontal, split-case centrifugal fire pumps each rated for 2,000 GPM at 180 psi. Additionally, the pump house will support a pressure maintenance pump, pump controllers, pipework, and ancillary components.

Please note that due to recent fraudulent activity, the process for fully activating (and updating) a registration at SAM has changed, and now requires the submission of a notarized letter. The solicitation and associated information and the plans and specifications will be available only from the Contract Opportunities module of the SAM website at www.sam.gov. SAM is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders must register wtih SAM before accessing the sytem. Bidders cannot log into the SAM home page and search for data.

There will be a formal public bid opening at a date to be determined.

In accordance with the FAR 36.204(f), the anticipated magnitude of construction is between $1,000,000 and $5,000,000.

The NAICS code for this requirement is 236220, Commercial and Institutional Building Construction. The Small Business Administration small business size standard for this industry is $45,000,000.

This action is being procured 100% as a HUBZone set-aside.

Construction/contract completion time is 548 days after notice to proceed to include inspection and punch list.

Amendment 1: The following text is added:

In accordane with FAR 36.211(b), the following information is provided:

(1) The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204, and AFARS 5143.204.

(2) Data for the prior three (3) fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available, but will be compiled and provided in future announcements.
