DARPA seeks innovative proposals for the Sync program. The objective of Sync is to investigate orthogonal approaches to counter UUVs that do not rely on the complex detection and localization of the UUV to defeat the adversary. Sync will investigate several different approaches to defeat the UUV, starting with modeling and simulation eventually moving to hardware in the loop and pool testing. Breakthrough technologies demonstrated in the lab will lead to follow on expansion efforts. See instructions in section 1.3 to request the classified addendum for further program information.
Sync is a 15-month Base Period with the potential for follow-on Expansion period(s). DARPA anticipates multiple performers will receive Base Period awards, and only the most promising approach(es) may be selected to move on to potential Expansion period(s).

Background
The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative research proposals to create systems to defend against uncrewed underwater vehicles (UUVs) entering U.S. harbors and ports.

The Sync program aims to investigate various approaches that do not depend on complex detection and localization methods to counter UUV threats, with the goal of developing breakthrough technologies that can be tested and potentially expanded upon in future phases.

Work Details
The Sync program will explore orthogonal approaches to counter UUVs, starting with modeling and simulation, progressing to hardware-in-the-loop testing, and eventually pool testing.

The program encourages innovative solutions from all responsible sources, including large and small businesses, nontraditional defense contractors, and research institutions. Selected proposals may lead to a Base award of an Other Transaction agreement and eligibility for future program phases.

Period of Performance
The Base Period for the Sync program is 15 months, with potential follow-on Expansion periods based on the success of the initial approaches.

Place of Performance
The contract will be performed in locations relevant to the development and testing of systems designed to counter UUVs, likely within the United States.
