SURFACE SUPPORT VESSEL (SSV)

Background
The solicitation is a Sources Sought Notification (SS) for the availability of a Surface Support Vessel (SSV) for various military operations. The vessel is requested by the Military Sealift Command (MSC) and should be Jones Act qualified, United States (U.S.) flag vessel.

Work Details
The vessel is required to function as a host platform for training, mission rehearsals, and certification of submarine crews and SEAL delivery vehicle (SDV) task units. It should provide logistical, administrative, and safety functions, including hosting various craft such as SDVs, dry combat submersibles (DCS), personal watercraft (PWC), rigid hull inflatable boats (RHIBs), combat rubber raiding craft (CRRC), small unmanned underwater vehicles (UUVs), and remotely operated vehicles. The vessel should also provide force protection, equipment stowage, messing, refueling, and various administrative, operational, and maintenance spaces. Additionally, it should maintain International Association of Classification Societies (IACS) certification/classification.

Period of Performance
The laydays for the contract are from 11 April 2024 to 11 May 2024. The charter period includes a base period of 1 year, three 1-year option periods, and one final option period lasting 336 days.

Place of Performance
The vessel shall be home ported in Pearl City, Hawaii and shall routinely operate in locations including Pearl Harbor, Hawaii; the outer islands of Hawaii; Apra Harbor, Guam; Keyport, Washington; and open-ocean transits via the Panama Canal as needed.
