Surface Movement Radar, Model 4 , Replacement for Airport Surface Detection Equipment Model 3 Surface Movement Radar (ASDE-3 SMR)   2

Background
The Federal Aviation Administration (FAA) is seeking to replace its existing Airport Surface Detection Equipment Model 3 (ASDE-3) Surface Movement Radar (SMR) systems with the new Surface Movement Radar, Model 4 (SMR4). This acquisition aims to enhance safety and efficiency in the National Airspace System (NAS) by ensuring continuous surface surveillance at airports. The FAA's mission includes preventing runway incursions and improving situational awareness for Air Traffic Control (ATC). The contract will cover the delivery, installation, and support of thirty-four (34) SMR4 systems, with an option for nineteen (19) additional units.

Work Details
The contractor will provide the following under this contract:
- Thirty-four (34) Surface Movement Radar, Model 4 (SMR4) systems.
- An option for nineteen (19) additional SMR4 systems.
- Integration of the SMR4 with existing surface surveillance systems such as ASDE-X and ASSC.
- Development of necessary hardware and software enhancements to meet FAA specifications.
- Comprehensive program management, systems engineering, test and evaluation, implementation support, training, and logistics support as outlined in the Statement of Work (SOW).

Key components include:
1. Program Management: Establishment of a Contractor Program Management Organization to oversee contract execution.
2. Systems Engineering: Design and development of interfaces between SMR4 and existing systems.
3. Test and Evaluation: Comprehensive testing to ensure compliance with safety and performance requirements.
4. Training: Development of training materials for FAA personnel involved in maintenance and operation of the SMR4 systems.
5. Integrated Logistics Support: Provision of all logistical elements necessary for system support.

Place of Performance
The work will be performed at various operational sites within the National Airspace System where the FAA operates its surface movement radar systems.
