Support Services for DSCA Africa Center for Strategic Studies

Background
The Africa Center for Strategic Studies (ACSS) is seeking end-to-end business process and function support services. The effort is part of the Assessment, Monitoring, and Evaluation (AM&E) Security Cooperation Support Services IDIQ. The contract will involve working with various vendors from the AM&E Functional Category IV Vendor Pool, including Advanced Concepts & Tech, Booze Allen Hamilton, Deloitte Consulting, Dexis Interactive Inc., Logistics Management Institute, and Sable Systems Tech Solutions.

Work Details
The contractor is required to provide program management support services, including management and oversight of all activities performed by contractor personnel, facilitation of government and contractor communications, use of industry best standards and methodologies, and notification of any technical or financial problems to the Contracting Officer (CO) and COR. Additionally, the contractor shall provide support services for the African Military Education Program (AMEP), including developing successful programs with partnered countries to improve professional military education institutions in Africa.
Other tasks include IT support, language interpretation and translation support, logistical support for travel arrangements, financial and budget support, and technical and cultural subject matter expert (SME) services.

Period of Performance
The contract will have a phase-in/phase-out period to minimize decreases in productivity. The contractor shall have personnel on board during this 30-day period to become familiar with performance requirements before commencing full performance of services on the contract start date.

The Africa Center for Strategic Studies (ACSS) facilities.
