Support for Tribal Engagement in Reviews

Background
The U.S. Department of the Interior (DOI), Bureau of Ocean Energy Management (BOEM) is seeking support for tribal engagement in reviews for the South Coast Wind project off the coast of Rhode Island. The environmental review consists of the preparation of an environmental impact statement (EIS) under the National Environmental Policy Act (NEPA). Federally recognized tribes have expressed concerns about the limits on personnel and scientific and technical expertise to fully participate in providing comments and input on the project. Therefore, BOEM is issuing this requirement to provide scientific and technical support to the Tribes.

Work Details
The contractor is required to provide technical expertise and assistance to Tribal nations in the review of project documents, including the construction and operations plan, supporting technical materials, and the draft environmental impact statement. This includes tasks such as scheduling meetings with each Tribe, reviewing relevant documents with the concerns of the Tribes in mind, meeting with Tribes to discuss project documents, preparing a summary report for the Tribes, and providing monthly status meetings.

Period of Performance
The period of performance for this contract is from May 31, 2023, to a date specified at time of award.

Place of Performance
The work will be performed off the coast of Rhode Island.
