Description

In accordance with Federal Acquisition Regulations (FAR) 5.201, the U.S. Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Countering Weapons of Mass Destruction Health Security Acquisition Division (CWMDHSAD), hereby issues this notice of intent to award a sole source procurement. DHS-OPO intends to solicit and award a sole source Contract to National Association of County and City Health Officials (NACCHO) located at 1201 Eye ST NW, FL4, Washington, D.C. NACCHO is the only company that provides the type of services required to support the agency needs.

DHS-OPO intends to procure this requirement in accordance with the procedures of FAR Part 13 Simplified Acquisition Procedures. Sole source determination is made in accordance with 41 U.S.C. 1901, FAR Subpart 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services. This requirement will result in a firm-fixed price Contract.

This procurement is for services from an organization with existing strong and trusted partnerships with over 3,000 local health departments across the country to implement effective health security policies and programs. Their partnership with DHS requires: (1) engagement and collaboration with multidisciplinary partners, (2) information sharing and coordination to understand local public health challenges in addressing health security threats, (3) communication of local challenges for implementing refugee, immigrant, and migrant public health activities along the border, (4) establishing a local public health official focus group for biosurveillance, and (5) developing and analyzing nationwide surveys to local public health officials to understand local biosurveillance needs.

This is a notice of the intent to award a sole source Contract. It is published for informational purposes only and not a request for competitive quotations. No responses to the notice of intent to sole source are anticipated. However, all responsible sources may identify their interest and capability to meet this requirement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government.

Background
The U.S. Department of Homeland Security (DHS), specifically the Office of Procurement Operations (OPO) and the Countering Weapons of Mass Destruction Health Security Acquisition Division (CWMDHSAD), is issuing a notice of intent to award a sole source contract to the National Association of County and City Health Officials (NACCHO).

Work Details
The contractor will provide support services aimed at strengthening collaboration between DHS and local public health officials. Key tasks include:
1. Engagement with multidisciplinary partners across various sectors such as healthcare, emergency management, and law enforcement.
2. Information sharing to address local public health challenges related to health security threats, including cybersecurity and climate change impacts.
3. Communication regarding public health activities for refugees, immigrants, and migrants along U.S. borders.
4. Establishment of a focus group for local public health officials to identify biosurveillance needs.
5. Development and analysis of nationwide surveys targeting local public health officials to assess biosurveillance requirements.

Period of Performance
Base Period: 09/27/2024 – 09/26/2025; Option Periods extend through 09/26/2029.

Place of Performance
Work will be conducted at the Contractor's own facilities.
