Background
The Military Surface Deployment and Distribution Command (MSDDC), headquartered at Scott AFB, IL, is an operational-level Army force designated by the Secretary of the Army as the Army Service Component Command of the United States Transportation Command (USTRANSCOM).

MSDDC coordinates worldwide surface traffic management support for the Department of Defense and other U.S. Government entities. Established in 1965, MSDDC has been vital in supporting military operations and humanitarian efforts.

The contract aims to provide Stevedoring and Related Terminal Services (S&RTS) for handling both Defense Transportation System (DTS) sponsored and non-sponsored cargo at strategic northern seaports in Philadelphia, Pennsylvania.

Work Details
The contractor will provide comprehensive Stevedoring and Related Terminal Services (S&RTS) for managing U.S. military cargo including containers, vehicles, breakbulk, and aircraft through Packer Avenue Marine Terminal and Tioga Terminals. Key tasks include:
- Managing vessel, truck, and rail loading & discharging operations.
- Cargo management including staging, preparation, onward movement, intra-port transfers, vessel preparation, documentation (tallying & checking), warehousing/storage of materials.
- Capability to work multiple vessels simultaneously.
- Providing all necessary equipment and personnel including stevedores, longshoremen, drivers, crane operators.
- Ensuring compliance with safety and security regulations.
- Conducting inspections of inbound military cargo for damage or discrepancies.
- Preparing vehicles/cargo for onward movement including securing all components.
- Maintaining quality control through a Quality Control Inspection Plan (QCIP).

Period of Performance
The anticipated period of performance is from March 15, 2026 to March 14, 2031.
