Description

United States Coast Guard Station South Padre Island, TX is accepting proposals for qualified individuals or firms to troubleshoot/repair HVAC units in main building RTU4, RTU5, RTU6 and RTU7 and follow up with repairs/ replacements of all defective HVAC components. Prior to submitting a quote, it is mandatory to examine the scope of work and it is highly recommended to visit the facility to take field measurements, evaluations, etc., and become familiar with existing conditions under which the work will be performed. After the award of contract, a pre-conference will be held prior to starting the work at Coast Guard Station South Padre Island.

This is a combined synopsis/solicitation to furnish all labor, tools, equipment, and materials to service 4 HVAC units at USCG Station Padre Island, Texas. All work is to be completed in accordance with the scope of work.

This is a combined synopsis/solicitation for non-commercial items prepared in accordance with the format in FAR Part 36, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and no other written solicitation will not be issued.

Instructions to offerors, (FAR Part 36) evaluation criteria, and all applicable FAR Provisions and Clauses are attached. The solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses.

Federal Acquisition Regulation (FAR) Clauses and Department of Labor Wage Rates for Construction are included in this order and are applicable.

Where Federal Acquisition Regulation clause language is inconsistent with FAR Part 36, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR Part 36 to be consistent with a request for quotations. This tailoring includes but is not limited to the following: In accordance with FAR Part 36, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR Part 36. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of that word.

This is a Small Business Set-aside, the applicable NAICS code is 238220 and small business size standard is 19M. This solicitation will result in a Firm-Fixed Price Construction Contract awarded to the offeror with the Lowest Price Technically Accptable. Offerors must be actively registered in System for Award Management - https://www.sam.gov.

FAR 52.237-1 -- Site Visit (Apr 1984). Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

Background
The United States Coast Guard Station South Padre Island, TX is seeking qualified individuals or firms to troubleshoot and repair HVAC units in the main building. The goal of this contract is to ensure the proper functioning of HVAC units RTU4, RTU5, RTU6, and RTU7 by addressing any defective components. This solicitation is part of the Coast Guard's mission to maintain operational readiness and comfort within their facilities.

Work Details
The contractor will be responsible for troubleshooting and repairing four HVAC units (RTU4, RTU5, RTU6, and RTU7) at the USCG Station South Padre Island. The scope includes:

1. Examination of existing conditions and field measurements prior to submitting a quote;
2. Repair or replacement of all defective HVAC components;
3. Completion of all work in accordance with the provided scope of work;
