Description

The National Highway Traffic Safety Administration (NHTSA) is an Operating Administration of the United States Department of Transportation (DOT), and its mission is to save lives, prevent injuries, and reduce economic costs associated with motor vehicle crashes. As part of its mission, NHTSA promulgates Federal Motor Vehicle Safety Standards (FMVSS). Manufacturers of motor vehicles and motor vehicle equipment are required to certify that each product they sell in the United States meets the requirements of all applicable safety standards. NHTSA's Office of Vehicle Safety Compliance (OVSC) is charged with determining whether manufacturers meet the applicable safety standards. This contract effort will enable the Agency to meet its mission by assuring that motor vehicles meet the requirements in FMVSS No. 108, Lamps, Reflective Devices, and Associated Equipment and FMVSS No. 125, Warning Devices.

FMVSS No. 108, Lamps, Reflective Devices, and Associated Equipment, establishes requirements for original and replacement lamps, reflective devices, and associated equipment. The purpose of this standard is to reduce traffic accidents and deaths and injuries resulting from traffic accidents, by ensuring adequate illumination of the roadway and by enhancing the conspicuity of motor vehicles on public roads so that their presence is perceived and their signals understood, both in daylight and in darkness or in other conditions of reduced visibility. The standard applies to passenger cars, multipurpose passenger vehicles (MPVs), trucks, buses, trailers (except pole trailers and trailer converter dollies), and motorcycles as well as to lamps, reflective devices, and associated equipment for replacement of like equipment on the vehicles mentioned above. The requirements for compliance testing of motor vehicle lighting equipment are specified in TP-108-13 as applicable.

FMVSS No. 125, Warning Devices, establishes requirements for devices, without self-contained energy sources, that are designed to be carried in motor vehicles and used to warn approaching traffic of the presence of a stopped vehicle. This does not include devices designed to be permanently affixed to the vehicle. The purpose of this standard is to reduce deaths and injuries due to rear end collisions between moving traffic and disabled vehicles. The requirements for compliance testing for motor vehicle warning devices are specified in TP-125-01 as applicable.

The requirements of this Contract are to purchase test items, conduct laboratory testing, and prepare test reports so that the Government can determine whether test items comply with the requirements of FMVSS No. 108, FMVSS No. 125, and associated TPs.

Work Details
The Contractor shall provide the qualified personnel, facilities, materials, equipment, and services necessary to perform the procurement, receipt, inventory, inspection, testing, reporting, storage, and disposal of motor vehicle equipment. The Contractor shall conduct testing according to the schedule specified in Section F.4, Performance Milestones and Deliverables. The Contractor shall complete testing within the time specified in the Testing Schedule and shall submit reports for each item tested as required by the Schedule.

Period of Performance
The contract includes three periods: The “Base Period” which is the first 24 months of the contract term (composed of Contract Year 1 and Contract Year 2), an Option Period which, if exercised, begins at the end of the Base Period and continues for an additional 36 months (composed of Contract Year 3, 4, and 5) and an Option to Extend Services which, if exercised, begins at the end of the Option Period and continues for up to six (6) months (composed of Contract Year 5.5).

Place of Performance
The Contractor shall possess and maintain a fully operational test site furnished with qualified technical personnel, facilities, and equipment necessary to perform the inspection, compliance testing, and reporting services FMVSS No. 108, Lamps, Reflective Devices, and Associated Equipment and FMVSS No. 125, Warning Devices for the full performance period outlined in Section F.2.
