Amendment FA8811-24-R-B003-0001 included the following changes:

  1. Memorandum for Offerors: a) revised paragraph 5 to correct effective award date, and b) revised paragraph 6 to correct typographical error
  2. Attachment 1 Model Task Order: revised CLINs to remove FSS item number
  3. Attachment 4 Instructions to Offerors: revised paragraph 4.2 b to allow 10 pt font

Background
The Space Systems Command (SSC), Launch Enterprise Assured Access to Space (AATS) Task Order (TO) provides Advisory and Assistance Services (A&AS) consisting of acquisition, financial and administrative services in support of the SSC AATS mission, which is to be the Guardian of Assured Access to Space: Launching when & where the Nation needs. This contract provides expert services needed by SSC AATS to enable to adequately fulfill its acquisition role, efficiently in a research and development space-centric environment. The role of SSC AATS is to ensure payloads are successfully placed in their desired orbit every time. During the period of this contract, SSC AATS will continue to execute program of record launches, will initiate and execute Launch Service Agreements (LSA), facilitating the transition to new launch systems that provide affordable assured access to space.

Work Details
The contract tasks include but are not limited to cost estimating, enterprise master scheduling, acquisition support, strategic communication & information management, acquisition reporting, task management, budget analysis, financial reconciliation, administration, personnel support, and earned value management analysis.
This initiative will establish a small, senior advisory team to directly support the Program Director in the development and execution of strategic initiatives and leverage the experience of other SSC Programs that have established engine rooms/strategic cells utilizing the SAFS-2 program. The contract is for A&AS support to SSC AATS’s programs: the Acquisition Category (ACAT) I NSSL, the non-ACAT Rocket Systems Launch Program (RSLP), and the Launch and Test Range Systems (LTRS).

Period of Performance
The TO is for one base period with four option periods, which may be varied in duration by the Contracting Officer (CO). The period of performance (PoP) will be for a maximum not-to-exceed a five-year period.

Place of Performance
The work under this TO section will be performed at any of the AATS locations (e.g. SSC, Kirtland AFB, etc.) and contractor facilities. Travel to other locations for meetings may be required; for example, Ogden ALC, UT and Phoenix, AZ.
