Spray Foam Insulation of Lock & Dam 5 Control Booth   2

Background
The U.S. Army Corps of Engineers - St. Paul District is seeking a contractor to install spray foam insulation in the Lower Control Stand at Lock & Dam 5. The contractor is required to supply all equipment, labor, and materials necessary to install new closed cell (SPF) insulation in accordance with local building codes. The solicitation is a Request for Quotes (RFQ) and is 100% Set-Aside for Small Business. Offerors must be fully registered in the System for Award Management (SAM), to include applicable and DFARS Representations and Certifications.

Work Details
The contractor must install spray foam insulation in the ceiling and all four walls with closed cell Sprayed Polyurethane Foam (SPF) insulation. The buildings inside dimensions are 11’-8” x 8’-8” x 7’3” tall. The existing walls are pre-cast concrete with 3” metal framing. The underside of the roof will be accessed through the rough opening at the existing light fixture.
Safety guidelines from EM 385-1-1, Corps of Engineers Safety Manual must be adhered to for the duration of the contract.
Payment will be submitted as determined by Corps of Engineers and Contractor.
Installation specifications include covering all walls, floors, windows, and equipment with plastic or tarps to protect these areas from damage during spraying of the foam insulation, preparing metal sheeting and concrete walls to be free of dust, debris, oil, and moisture, cleaning up any excess or overspray foam, and removing all debris generated from their work.

Period of Performance
The completion date is based on the assumption that the successful offeror will receive the notice to proceed by September 4, 2023. The completion date will be extended by the number of calendar days after the above date that the Contractor receives the notice to proceed.
