Special Studies, Reporting, Research, and Business Services Support Basic Purchasing Agreement (BPA). This solicitation is issued under multiple NAICS: 541611, 541211, 541613, 541820, 561410, and 541430.

Pool 1 - Full and Open Competition- The work in this BPA shall provide support services for client satisfaction data collection and analysis in comparison to related industry data and client satisfaction with counseling services and resultant outcomes.

Pool 2 - Small-Business Set Aside Competitive - The work in this BPA is for services to provide planning and support services to convey research results to key audiences through the development and implementation of effective information dissemination strategies, to provide "finished deliverables in final form based upon text and program information furnished by the Office of Policy Development and Research, to maintain mailing lists based on information from several sources in different formats, and mail materials furnished by HUD.

Background
The solicitation is for contractor support for Special Studies, Reporting, Research, and Business Services Support. The contract is issued by the US Department of Housing and Urban Development (HUD) with the goal of providing support for various tasks related to program evaluation, cost benefit analysis, housing technology and building sciences, advertising and public relations support, marketing consulting, web-based marketing services, editorial publishing, library media services, and graphic design services.

Work Details
The tasks to be completed under the contract include developing research designs for program evaluations and research, conducting literature reviews, designing and executing rigorous evaluations of new programs relevant to HUD's mission, organizing convenings of experts on research topics, conducting cost benefit analyses and feasibility studies as directed, managing and storing completed study data for future use.
Additionally, tasks involve providing advertising and public relations support for HUD programs, marketing consulting services including market research and public opinion services, web-based marketing services such as website design and maintenance, editorial publishing and library media services including document editing or proofreading, typing, word processing or desktop publishing, specialized transcription services for medical billing and voice recognition/transcription.
Graphic design services are also required which include planning, designing and managing the production of visual communication.
