Amendment FA8509-19-R-0002-0003 and applicable attachment are attached to this solicitation to correct a minor typographical error in Attachment 4.
Additionally, Mrs. Amanda Ragan will be available at the Robins Air Force Base Visitor's Center (Oak Avenue, Warner Robins, GA 31088) between the time of 04:00 and 05:00 PM EST for offerors to deliver their proposals. Per the announcement, no proposals will be accepted after 05:00 PM EST. A signed hand receipt will be provided as proof of timely delivery to the Government.

If your company will be attending Industry Day in Warner Robins, GA, please submit no later than 05 December 2018 at 4:30PM EST the following details: Attendees Names, Company Name, Company Cage Code, Size Standard, and emails for POCs for this effort. Just as a reminder, all questions regarding the requirement documents posted should be submitted per the instructions. No new questions will be answered at Industry that were not submitted prior to the event.

The Pre-Solicitation Conference referenced below will be held on Monday, December 10, 2018, beginning at 1:00 PM EST at the Scott Auditorium located at the Museum of Aviation in Warner Robins, GA. The purpose of this conference is to collectively answer the questions and/or concerns about this requirement submitted via email to Ms. Reeves and Ms. Ragan on or before the November 30, 2018 deadline (4:30 PM EST). At this time the Government does not intend to host breakout/one-on-one sessions, and no new questions will be taken.

A singular Request for Proposal (RFP) will be issued with a requirement for one proposal. Two separate pools of awardees are anticipated; allowing an offeror to propose to either Pool A- Fixed Wing or Pool B- Rotary or both. If an offeror proposes to both Pools, the offeror may be awarded to one or both Pools. The singular proposal shall differentiate between Pools so that the proposal includes a Section A for Pool A- Fixed Wing and a Section B for Pool B- Rotary.

This IDIQ will provide modification and sustainment support for Special Operations Forces/Personnel Recovery (SOF/PR) and Rotary managed C-130, H-1, and H-60 aircraft, to include integrated weapon systems, subsystems, and associated support equipment. These requirements may include, but are not limited to, non-recurring engineering, integration, trial installations, kit proof installations, aircraft technical data packages, technical orders, provisioning, test support, development of airworthiness documentation, cybersecurity documentation and installation of aircraft modification kits. This may also include Interim Contractor Support (ICS), Manufacturing, and full-rate kit production. Information on this requirement has previously been posted under FBO Notices KB16SOFSUPPORTMKTRSH and FA850916R0008.
Interested respondents are instructed to view the Draft Statement of Work (SOW), Draft Section L - Instructions to Offerors, Draft Section M - Evaluation Criteria, Draft Fixed Wing Sample Task, and Draft Rotary Wing Sample Task made available as attachments to this notice.
The Government requests any questions and/or concerns to be submitted to Anna Reeves and Amanda Ragan no later than 30 November 2018 4:30pm EST. The Government plans to consolidate all questions received from industry and collectively address all questions and/or concerns via an in-person Pre-Solicitation Conference for which firm information will be posted within this same notice at a later date.
