Special Advisor to the Associate Administrator and Senior Staff

The Great Lakes Saint Lawrence Seaway Development Corporation (GLS) requires a special advisor to the Administrator and senior GLS staff on on a variety of matters, specifically in the areas of Lake Ontario and St. Lawrence River flows and water levels and advising on interactions with the International Lake Ontario St. Lawrence River Board and the International Joint Commission. The advisor will also participate in the development and implementation of a Vessel Traffic Flow Management System technology and assist in detailed strategic planning and program implementation for significant engineering and infrastructure projects at the GLS. The advisor will also participate in meetings as necessary and appropriate as both a consultant and representative of the GLS.

The GLS intends to award a Sole Source Contract to Thomas A. Lavigne, Massena, NY under the authority of FAR 13.106-1(b)(1)(i). The contract period of performance is expected to begin on or about 01 December 2022 and ending on or about 30 November 2023.

The GLS plans to acquire the services using the provisions, clauses and procedures prescribed in FAR. Interested organizations may submit their capabilities and qualifications to perform equivalent or better services in writing to the identified point of contact not later than 2:00pm EST on 01 December 2022 and the email subject must contain the Notice ID. Such capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the GLS not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the GLS.
