The National Aeronautics and Space Administration (NASA)/Goddard Space Flight Center (GSFC) and National Oceanic and Atmospheric Administration (NOAA) plan to issue a Request for Proposal (RFP) for the Space Weather Next Program. This new procurement is for the Space Weather Next L1 Series Solar Wind Plasma Sensor (SWiPS) instrument.

The Solar Wind Plasma Sensor is used to measure solar wind, a super-sonic flow of hot plasma from the Sun and provide early warning of changes which affect the geomagnetic environment. The measurements are used to characterize coronal mass ejections (CMEs), corotating interaction regions (CIRs), interplanetary shocks and high-speed flows associated with coronal holes. In particular, the Solar Wind Plasma Sensor measurements include the bulk ion velocity, ion temperature and density and derived dynamic pressure.

The contract scope includes the tasks and deliverables necessary to design, analyze, develop, fabricate, integrate, test, verify, evaluate, support launch, supply and maintain the instrument Ground Support Equipment (GSE), and support Mission Operations at the NOAA Satellite Operations Facility (NSOF).

Background

Work Details
The Contractor shall provide the personnel, materials, and facilities necessary to perform the work specified in the Statement of Work, Attachment A; Requirements Specification, Attachment B; Contract Deliverable Requirements List, Attachment C; and Mission Assurance Requirements, Attachment D. The Contractor shall also submit monthly progress reports addressing technical accomplishments, status of deliverables, overall progress, risks or problems impeding performance, proposed corrective actions, and projected work activities for the next reporting period.
Additionally, a final report summarizing the results of the entire contract including recommendations and conclusions based on the experience and results obtained is required. The Contractor shall identify all equipment to be delivered using NASA Technical Handbook (NASA-HDBK) 6003 or NASA Standard (NASA-STD) 6002 marking methods/techniques.

Period of Performance
The delivery schedule and/or period of performance of this contract is based upon a spacecraft launch date of December 2028 for the first launch and October 2032 for the second launch.

Place of Performance
The geographic location(s) for delivery/performance include Ship In Place for final acceptance at Spacecraft contractor’s facility following successful post ship incoming inspection and comprehensive performance test.
