No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The government will upload the materials used for information gathering.

The United States Section, International Boundary and Water Commission, USIBWC, intends to solicit for and award a contract(s) for the performance of design and subsequent construction to increase the capacity of the SBIWTP that includes essential rehabilitation of existing infrastructure and capacity expansion resulting in a capacity to 50 mgd.

Background
The United States Section, International Boundary and Water Commission, USIBWC, intends to solicit for and award a contract(s) for the performance of design and subsequent construction to increase the capacity of the SBIWTP that includes essential rehabilitation of existing infrastructure and capacity expansion resulting in a capacity to 50 mgd. The facility is in San Diego County, California. The SBIWTP receives 25 mgd of untreated sewage from the community of Tijuana, Baja California, Mexico, under a binational agreement between the United States and Mexico. In an agreement known as IBWC Minute No. 328, it is agreed to expand the SBIWTP to 50 mgd to alleviate the discharge of wastewater into the South Bay (Pacific Ocean). The project aims to reduce transboundary flows from Tijuana that cause adverse and disproportionate public health and environmental impacts in the Tijuana River watershed and adjacent coastal areas. The SBIWTP is a wastewater treatment facility that treats to secondary treatment standards per California discharge requirements under the National Pollutant Discharge Elimination System permit issued to USIBWC. The SBIWTP facility includes canyon collectors, pumping plants, headworks, primary clarifiers, activated sludge tanks, secondary clarifiers, and solids handling via thickening, dewatering, and lime stabilization that is transported for disposal in Mexico.
