Sources Sought Synopsis for Nuclear SME

Background
The Department of Energy Office of Nuclear Energy (DOE/NE) is conducting market research to identify parties interested in and capable of supporting the requirement for Nuclear Energy Subject Matter Expertise regarding the AC-100M Centrifuge Development and Licensing. The result of this market research will contribute to determining the method of procurement.

Work Details
The work involves providing Subject Matter Experts (SMEs) knowledgeable of the AC-100M centrifuge development, demonstration, and operations activities. These SMEs will provide independent technical reviews in areas such as centrifuge design, manufacture, installation, operation, maintenance, as well as Balance of Plant support systems and deployment. They will also provide technical support to DOE in evaluation of the execution of enrichment capability deployment projects. Other tasks include performing functional assessments of compliance to regulatory criteria, independent evaluations, readiness reviews, assessments, walk-downs, and field inspections at facilities in Piketon, OH. Additionally, the contractor will support coordination and interface with DOE entities, Lease activities, and other DOE contractors for liaison activities associated with regulatory activities. They will develop analyses, technical assessments, and white papers to support decisions by DOE/NE management at DOE Headquarters (HQ), review and develop analysis of reports related to uranium enrichment technologies, analyze security/facility access programs and address general NE-HQ requests associated with Centrus facilities in Oak Ridge, TN, Bethesda, MD, and Piketon, OH. The contractor will also provide SMEs for project management, engineering and technical assistance regarding the project planning, execution, and deployment of domestic uranium enrichment capability and capacity to meet commercial power reactor, research reactor and defense needs.
