THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY.
It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Small Businesses interested and capable of providing the services described below.

The information gained from this market research will help the National Institutes of Health, Clinical Center, Department of Laboratory Medicine plan for its acquisition strategy.

Potential Small Businesses shall include business information outlined in the section below as a part of their response.

The National Institutes of Health, Clinical Center, Department of Laboratory Medicine has a requirement for a contractor to perform pipette calibration services.

The contractor must furnish all personnel, equipment, materials, supplies, services, and shipping costs required to achieve the performance requirements outlined in the statement of work.

The Contractor shall be a pipette calibration service provider with accreditation to ISO17025 and perform pipette calibrations based on ISO08655 specifications. Contractor personnel must be trained and certified to work on equipment. Pipette calibrations will be performed twice per year, six months apart (June and December) annually.

Background
The National Institutes of Health (NIH), Clinical Center, Department of Laboratory Medicine (DLM) is seeking a contractor to provide pipette calibration services to ensure compliance with accreditation requirements set by the College of American Pathologists and the Joint Commission.

The DLM provides clinical laboratory testing for patients and requires reliable, accurate, and precise pipette performance for effective laboratory operations.

Work Details
The contractor shall perform pipette calibration services, which include:
1. Calibration of approximately 550-570 single-channel pipettes and nearly 71 multi-channel pipettes, with calibrations performed twice a year (June and December).
2. Compliance with ISO17025 accreditation and ISO8655 specifications for calibration processes.
3. Inspection, cleaning, replacement of worn or damaged parts, preventive maintenance service, and necessary repairs on-site at NIH.
4. Documentation of successful calibrations traceable to each pipette including certificates via email and labels affixed to each pipette post-service.
5. Provision of certificates of analysis for all calibrated pipettes detailing the nature of work performed, parts replaced, operational test results, and compliance with OEM guidelines within five business days post-service.
6. Calibration certificates must include detailed metrics such as calibration date, due date, technician ID, device details, environmental factors, measurement standards used, summary statistics, adjustments made if any, and pass/fail results.
