Sources Sought Notice - OMNIBUS IV Small Business On-Ramp

Background
The U.S. Army Medical Research Acquisition Activity (USAMRAA) is responsible for the post-award administration of the OMNIBUS IV Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, which support military medical research and development services with a cumulative award ceiling of $10 billion.

This sources sought notice (SSN) aims to identify small businesses across various socioeconomic categories interested in joining the OMNIBUS IV contract vehicle, particularly those not currently holding an Omnibus award. The results will inform the government's decision on potentially on-ramping additional vendors.

Work Details
The OMNIBUS IV IDIQ contracts are designed to enhance military health readiness, resilience, and rehabilitation across the Department of Defense (DoD). They support various market segments including:
1) Medical Research and Development (R&D) efforts;
2) Medical R&D Support Services;
3) Regulatory Process Support; and
4) Translational Science Support and Services.

The cumulative ceiling for these contracts is $10 billion, with over $400 million awarded across 40 task orders to date. Task orders have been issued by multiple end users including USAMRAA and other DoD entities on both a Fair Opportunity basis and an Exception to Fair Opportunity basis.

Period of Performance
The base ordering period for the OMNIBUS IV contract is from June 20, 2022, through June 19, 2027, with an Option 1 Ordering Period extending from June 20, 2027, to June 19, 2032.

Place of Performance
The OMNIBUS IV has a global reach in support of the DoD, with specific places of performance determined by the needs of individual government end users.
