This announcement constitutes a Sources Sought for information and planning purposes. United States Agency for Global Media (USAGM) Office of Policy & Research (OPR). USAGM's intent of this announcement is to identify qualified and experienced sources for a contract to provide data management services to ensure the quality of survey data, promote standardized collection and unification of data, and maintenance of a survey database.

This announcement constitutes a sources sought for written information only. This is not a solicitation announcement for proposals and a contract will not be awarded from this announcement. The anticipated delivery date for this requirement is 01 February 2024.

This announcement is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response.

Anticipated North American Industry Classification System (NAICS) Code. The NAICS Code for this requirement is 541910- Market Research and Public Opinion Polling.

Reponses to this Sources Sought request should reference Sources Sought-Data Management Services and shall include the following information in this format:

1 - Company name, address, point of contact name, phone number, fax number and email address.

2 - Size of business Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, Woman-owned and/or Service Disabled Veteran-owned.

3 - An estimated Rough Order of Magnitude (ROM). Please confirm the labor categories/experience required to perform the tasks in accordance with the Statement of Work.

4 - A copy of System of Award Management (SAM) sam.gov active registration. Must reflect Data Universal Numbering System, and Commercial and Government Entity Code.

5 - Capability statement displaying the contractor's ability to provide the services, to include past performance information. If past performance information is provided, please include only relevant past performance on the same/similar work within the last 5 years. Please also include in past performance information the contract numbers, dollar value, and period of performance for each contract referenced in the response to this sources sought.

6 - Include any other supporting documentation.

7 - Comments or suggested changes to the Government's NAICS Determination

8 Include weather the company has capabilities with the following:

  • a. Experience in CAPI and CATI survey fieldwork in multiple countries located in all regions of the world. Demonstrated understanding of fieldwork best practices, but more importantly, the kind of real-world accommodations that field teams face in administering surveys, and the impact that can have on data quality.
  • Experience with developing pattern checks to detect survey data anomalies, whether caused by human or technological error.
  • Experience developing technological solutions to help organizations transform manual work to automate.
  • Data management experience for market research companies.
  • In-depth knowledge of, or ability to quickly gain mastery in, the agency's derived variables and survey-based key performance metric calculations all viewable in the agency's annual Performance and Accountability Report.

Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Standard company brochures will not be reviewed. Submissions are not to exceed ten (10) typewritten pages in no less than 12 font size.

Responses should be emailed to dparker@usagm.gov by Tuesday 19 December 2023 no later than 11:00 AM EST. Again, this is not a request for a proposal. Respondents will not be notified the results and the Government is not required to answer any questions submitted in regards to this sources sought notice. Please note the information within this sources sought notice will be updated and/or may change prior to an official synopsis/solicitation, if any.

Background
The United States Agency for Global Media (USAGM) Office of Policy & Research (OPR) supports research on the media habits and opinions on media of foreign publics through its International Audience Research Program (IARP). The program funds research in more than 90 countries, utilizing a variety of media research industry methodologies.

Work Details
The agency requires data management services to ensure the quality of survey data, promote standardized collection and unification of data, and maintenance of a survey database. The tasks include media survey data quality control, survey data processing and unification, survey database development and maintenance, and consulting on effective data management. The contractor will be responsible for various deliverables such as questionnaire review logs, data codebooks, derived variable plan edits, scripting review logs, translation pattern check logs, field data review logs, datasets containing field and derived variables, data dictionaries, and written reports summarizing feedback from workshops. General acceptance criteria include accuracy, clarity, consistency to requirements, file editing, format compliance, and timeliness.

Period of Performance
The period of performance for this Blanket Purchase Agreement will be five years from the date of award.

Place of Performance
Services are expected to be executed within USAGM network/infrastructure/platforms utilizing virtual work capabilities. Periodic meetings with USAGM staff will be required but can be conducted in-person or via teleconference. Travel funds will be provided for no more than four in-person work sessions for one staff member.
