Description

Commander, Navy Region Southwest has a daily need to provide Port Operations Support Services for three (3) Metro San Diego Naval Installations. The services to be furnished under the contract include operation of all Pusher Boat services at the following locations: Naval Base San Diego (NBSD) San Diego, CA; Naval Base Coronado (NBC) San Diego, CA; and Naval Base Point Loma (NBPL) San Diego, CA. The Contractor shall coordinate with the Port Operations Berthing Services Officer and the Berthing Services Assistant and ensure effective completion of all services described in the Performance Work Statement. The services include the movement of service craft, camels, barges, ship separators, fenders, paint floats, and other yard craft to predetermined locations while ensuring no interference with security barrier operations, vessel traffic or causing hazards to navigation, as well as conducting daily visual inspections of the associated piers, wharves, quay walls and the government furnished equipment. These Port Operations Support Services are vital in maintaining Commander Third Fleet's operational schedule.

Background
Commander, Navy Region Southwest requires Port Operations Support Services for three Metro San Diego Naval Installations. The goal of this contract is to ensure effective operation and support of Pusher Boat services at Naval Base San Diego, Naval Base Coronado, and Naval Base Point Loma. These services are crucial for maintaining the operational schedule of Commander Third Fleet.

Work Details
The contractor will provide all supervision, administrative and technical support, labor, and subcontractors necessary for the operation and inspection of furnished Pusher/Work Boats. Key tasks include:

1. Conducting the movement of service craft, camels, barges, ship separators, fenders, paint floats, and other yard craft to predetermined locations while ensuring no interference with security barrier operations or vessel traffic.

2. Performing daily visual inspections of piers, wharves, quay walls, and government-furnished equipment to identify any obstructions or discrepancies that may disrupt port operations.

3. Generating daily boat usage logs, monthly fuel usage reports, and crew rosters.

4. Reporting any material discrepancies or safety hazards to the Port Operations Maintenance Staff immediately.

5. Ensuring all crew personnel meet training standards and possess necessary qualifications including U.S. Coast Guard licenses and TWIC cards.
