Sources Sought for Insensitive Munition Explosive - 104 (IMX-104) Production Capability

Background
The Army Contracting Command-Rock Island (ACC-RI), on behalf of the Project Lead Joint Services (PL JS), is seeking information from both foreign and domestic sources for the design, construction, and commissioning of a modern facility capable of manufacturing Insensitive Munition Explosive - 104 (IMX-104).

This facility will be a Government Owned, Contractor Operated (GOCO) facility located at the Holston Army Ammunition Plant (HSAAP) in Kingsport, TN, or another suitable location within the Continental United States (CONUS). The goal is to establish a production capacity of approximately ten million to thirteen million pounds of IMX-104 per year that meets military specifications.

Work Details
The contractor will be responsible for:
1. Designing an efficient and modern manufacturing facility for IMX-104.
2. Constructing the facility along with required supporting infrastructure.
3. Commissioning the facility to ensure it meets operational standards.
4. Ensuring that IMX-104 precursors and raw materials are preferably sourced from within CONUS, although OCONUS sources may also be considered.
5. Completing design, construction, and commissioning within a maximum of 48 months post-award, with a preference for completion within 36 months.
6. Providing detailed plans for production capacity optimization, including low and high-rate production solutions.
7. Submitting comprehensive documentation covering safety plans, environmental compliance, large-scale construction experience, and operational capabilities related to explosives manufacturing.

Period of Performance
The contract performance period is expected to be between 36 to 48 months from the date of contract award.

Place of Performance
The primary location for performance will be at the Holston Army Ammunition Plant (HSAAP) in Kingsport, TN or another suitable site within the Continental United States.
