Description

The Naval Air Systems Command (NAVAIR) intends to award a sole source contract to Ultra Electronics Flightline Systems, Inc. under the terms of a Basic Ordering Agreement to procure sonobuoy receiver simulators/stimulators with specified updates. The contract will include engineering support for the MAC, HAASW, and AAI IPTs. Requirements include, but are not limited to, the procurement of Many-Channel Programmable Acoustic Processor Stimulator (McPAPS) Radio Subsystem (McPRS) units; McPRS software development; integration of a Government recommended encryption solution into the sonobuoy receiver; and corrections of deficiencies found within the sonobuoy receiver for the Naval Underwater Active Multiple Ping (NUAMP) family of sonobuoys.

NAVAIR intends to negotiate and award the contract utilizing other than full and open competition pursuant to the authority at FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."

Pursuant to DFARS 206.302-1(d) and PGI 206.302, a sources sought notice was posted for the Basic Ordering Agreement was posted 14 March 2018 under N00019-18RFPREQ-PMA-264-0014.
